The Bayport Public Library is located in Bayport Minnesota. Over the years since its establishment in 1913, the library has expanded and remodeled its space and in February of 1990, the library moved to the former White Pine Inn. At that time, the library was completely remodeled and transformed into a state-of-the-art library on the main floor with a meeting room upstairs. Currently, the library occupies 9,922 square feet of space and serves a population of 3765 within Washington County, is governed by a five-member Library Board, and is a department of the City of Bayport.

In 2019, the Bayport Public Library began work on a Facilities Master Plan to help with future long-term planning. The plan was completed in the fall of 2020 with the firm Bentz Thompson Rietow. Improvements were recommended on all three floors of the Library building, mostly on the main level. The planned improvements include reconfiguring the service desk, adding small study spaces, and enlarging the children’s area. The total cost estimate for building improvements was $1,417,737 in 2020. With the addition of new furnishings, the initial fundraising goal was set at $1,700,000.

Fundraising began with the completion of the Facilities Master Plan, and the goal was increased to $1,910,000 with the increases seen in building costs. As of September 2021, the Fundraising Committee has raised nearly $1,500,000 and is confident they will be able to raise the remaining funds to complete this project.

With a Facilities Master Plan in place and a capital campaign that is close to meeting its goal, the Library Board is ready to begin the next steps in completing the project. The Library is interested in pursuing a partnership under a Construction Manager contract with a qualified construction manager who will work in partnership with an architectural & engineering firm to deliver the project on behalf of the Library.  

The Library is looking to complete the remodel while also maintaining some library service to the public throughout the majority of the work.

The Construction Manager will work alongside the A&E team, providing oversight to the design process with the expectation to keep the design within the project budget, provide turnkey construction management, value engineering, establishing and controlling the project schedule, monitoring quality control, and project safety. 



Provide a concise company summary that indicates the information and experience of your firm. 


Provide examples of no more than three facilities of a similar type and scale, where your firm has provided construction management services.

Provide examples of no more than three renovation projects of similar scope and scale where your firm has provided construction management services. 

Provide contact information/references for all project profiles provided.


Identify the individuals from your firm that will be part of the project team. Include a brief description of their roles and responsibilities.


Provide a detailed description of your preconstruction services including but not limited to:

  • Design Oversight
  • Budgeting
  • Scheduling/Phasing
  • Value Engineering
  • Cost Control
  • Bidding process


Describe your Construction Phase services in detail.

  • Managing the construction process
  • Maintaining the construction schedule
  • Subcontractor management
  • Quality control
  • Cost reporting and tracking
  • Cost savings approach


  • Your proposal should outline your compensation for the preconstruction fee and the construction management fee
  • Cost of the work shall include on-site superintendent, subs, materials, (everything that occurs on-site)
  • CM Fee should include overhead, profit, project manager, (everything that occurs off-site)
    • Please assume a cost of work at approximately $1.8 million to $2 million for the purpose of establishing your proposed fee. 


Proposals will be evaluated based on methodology, proposed cost, firm and employee experience. The Library Director and Library Facilities Committee will analyze the proposals received and make recommendations to the Bayport Public Library Board. Final Contract approval is made by the Library Board.

The final product and all related materials shall be the sole property of the Bayport Public Library.
